Why not include in the party member menu a symbol which indicates a resurrection signet is present, and darkened (with a red stripe across so there is no mistake) when used, it is a one of a kind sort of ability, it only has one use per battle, not to mention anyone can use it, and unlike SoC, is actually "usable". Would work well for both missions and pvp, that way people won't even have to say anything, and across long missions you do not have to remember who used it.

Sounds like a superbly simple idea to me. As mentioned by Eder, also make it so that clicking a recharging skill calls out "My skill x is recharging..."
